A Hot Work permit was issued for welding on an edger motor mount. The permit issuer failed to inspect the work area to ensure all combustibles were removed prior to the welding activity. The welder and fire watch made an attempt to clean up the combustibles but became frustrated and started welding without ensuring the combustibles were removed.
The welding activity started a fire on a cable tray located in the basement below the edger motor mount.
