The reality of the situation is that in the past many companies said that they were under an “umbrella” of safety, which meant that they followed instructions from their clients or used the other company’s forms if something happened. The issue here is that there is no real “buy-in” in the safety program and activities. That isn’t to say that some companies were not doing the right things, but consultation throughout the industry strongly suggested that in order to improve safety, individual companies must take responsibility for their own safety programs.
